Any test cases can be created and run using the test harness, as long as
it follows the guidelines from the runtests README; we'll be able to
create some for TXRX unit tests as well, and also for stress tests
running multiple processes on multiple clients.

There is a separate project for CLI automation testing done by HCL, it
will also be run from the test harness.

Beyond the harness itself, what infrastructure will be supplied to do
common, but more complex operations?  For example, say we want to run
the TXRX unit tests, which exists as a console command.  The document
doesn't say, but does imply that this is only going to be used for
scripting CLI commands.  Is that correct?
